Ouray to Bear Creek Falls

We will be staying 1 night in Ouray in June. From Ouray, is Bear Creek Falls before the drop off sections (with no guard rails) on the Million Dollar Highway? We’ve already decided we don’t want to drive it because of the drop offs but would like to go the falls if possible. Thanks.
