Stay in Seward or Cooper Landing 7/3-7/7?

My husband and I, our adult son, and his girlfriend (both of whom live in Fairbanks) plan to be in Seward for July 4. We have a whale watching tour booked, and we plan to book a kayak tour. We currently have a hotel room in Seward and a small VRBO in Cooper Landing booked. We're debating which to cancel. Do we stay in the small hotel room where the action is, all crammed in one room (which might be a bit awkward, as the girlfriend is newish), or do we spread out a bit in the more remote Cooper Landing and brave the commute to Seward on a couple of the days? If we stay in Cooper Landing, we'll do a kayak trip up there rather than in Seward.

Does anyone know if the traffic is worse over the days surrounding the 4th? I know to expect it to generally take an hour between Cooper Landing and Seward. We're leaning toward staying in Cooper Landing but not if the drive becomes significantly longer because of traffic. Which location do you recommend?
