The Kaifeng Drum Tower was first built in 1379, the 12th year of the Hongwu reign of the Ming Dynasty. The Bell Tower stood where the original Drum Tower once stood in Drum Tower Square. The Drum Tower was located at the intersection leading to Yingbin Road, in front of the current Provincial Government West Street Eye Hospital, at the "demolition entrance." Its symmetrical east-west alignment creates a majestic and orderly structure, a landmark that embodies the wisdom of the ancient working people. Renovated five times during the Ming and Qing dynasties, it served as the commercial and cultural center of Kaifeng. On October 16, 2013, the Kaifeng Drum Tower's reconstruction was successfully completed, and the tower once again stands tall on this ancient land of Kaifeng.

In the late Ming Dynasty, the governor of Henan believed that the bell tower and drum tower hindered the feng shui of the governor's office, so he ordered the bell and drum on the second floor to be swapped, and the bell tower to be changed into the drum tower, and the drum tower to be changed into the bell tower.

During the process of removing the bell for replacement, the bell knob broke, causing the bell to fall from the tower and shatter. The broken iron was later melted down and a new bell was forged, but the new bell was far less sonorous than the old one. The governor was furious, but helpless, so he gave up. From then on, he neglected the bell tower, allowing it to deteriorate and collapse without repair.
