Congress Plaza Hotel VS River Hotel

I will be in Chicago Jan 15-20 to enjoy the City. Museums, Blues and food!!

From what I can see, these two hotels are closest to where we want to be is that correct? EA hotel in under $100 a night. If there is something better for a bit more I can swing it!!
