Where to Stay (and snorkel)

We're visiting Oahu for the first time in late February/early March. We typically look for a small (one bedroom) vacation rental with a kitchen and grill so we can eat some of our meals at home. I'm having a difficult time finding a place (legal). Snorkeling is a main focus. While we plan to drive to various beaches, it would be nice to be close to the areas that will have the best snorkeling conditions at the time of our visit. It looks like that would be South and West. Any suggestions would be greatly appreciated.
