Do any rental car companies in Tucson pickup/deliver

Was wondering if anyone knows if any rental car companies pickup/deliver to local campgrounds like Catalina state Park? I might need a car to better see the Tucson area, Bisbeee , etc…I contacted several but they never responded….Help please ….
