Best time to take the beltway

We’re thinking of staying at Rehoboth Beach and then going to Shenandoah Natl Park. It seems we’d have to take the DC beltway - so what is the best time to get on that infernal stretch of road 😳 during the week? Late at night? After rush hour? When would that be? lol I’ve been stuck in horrible traffic there before - have no wish to do it again. Or is there another route around DC that would work better?
