Car Rental in Seattle - Return in Whittier, Alaska

I will arrive in Seattle from the East Coast to make my way to Whittier for my Alaska cruise. I will arrive in Seattle with a few days to spare for a road trip to my cruise port in Whittier, Alaska, but have not found a way to pick up a car in Seattle and return it in Whittier. Hertz said something about all Alaska car rental places being franchises and incompatible return locations. Has anyone been successful renting a car from the lower 48 and returning in Alaska?
