Transit in Hong Kong - can I leave airport 2025

I have a 21 hour layover in Hong Kong. Travelling from Australia to Thailand. I was hoping to step outside of the airport for that time.

However the airline told me that non residents can't leave airport.I thought that was wrong but now I am second guessing and trying to find information to guarantee I can leave airport as I have young kids.

I have a Australian passport.

I am travelling via Cathay Pacific. My checked in luggage will transfer to next flight.

I have read no visa is required. Is this correct?
