Chikat or Chilkoot river

I read so much but I am still not sure where to visit for bear sightings, is it on Lutak Rd by the town of Lutak or on Haines road past the airport?

Also, what is a better time to look for bears, around 10am or 3pm? on July 30th to be specific.

Any other spots only locals know? Thanks!
