6hr or 9 hr layover at San Francisco

I have a transit flight at San Francisco. I have 2 options

1. Arriving at 10am, leaving from domestic at 4.20pm, total transit time 6 hr 20 min

2. Arriving at 10pm, leaving at 7.15am, total transit time 9 hr 15 min

If i want to take public transport to Golden Gate and Chinatown for a quick tour, which is more advisable.

Im okay with taking public transport at late night and wee hours in morning, have done it in other US cities.
