Purchase On-loan Octopus Card at the airport

I see from https://www.octopus.com.hk/en/consumer/tourist/channels/air/index.html that on-loan Octopus card is not available at the Airport MTR station. Any idea where in the airport can I get that? After I arrive by air, I will be taking citybus to Kowloon area.
