Norwegian Encore dock to Ketchikan

We dock in May at 7 am - 1.15 pm. We are seniors (with limited mobility!) and concerned about returning to the ship in time. It is a huge ship and I am worried about the free shuttle and Gateway Borough buses being too full (has anyone used these shuttles, any tips?). I would like to book a taxi, but can't find how to book online (I have tried Soughdour Cabs but the booking won't go through), the others only have phone numbers (but we live in Australia). Does anyone have suggestions? Also with such a limited time, any suggestions on what to see and how long we need there? I saw there was a water shuttle but is quite expensive. Disappointed that Norwegian uses this dock and limited time as it was the one place we wanted to see. Any information would be great, thank you so much
