The 240-hour Transit Without Visa (TWOV) policy in China allows eligible travelers to stay in certain cities for up to 10 days without obtaining a Chinese visa, but there are strict conditions on eligibility and travel routes. Let’s review your two cases in detail.
General eligibility criteria for 240-hour TWOV include:
- You must hold a passport from a country eligible for the 240-hour TWOV program (Indonesia is eligible).
- You must be entering and departing from one of the eligible cities, such as Beijing, Shanghai, Guangzhou, Chengdu, and others designated for 240-hour TWOV.
- Your inbound and outbound flights must be to a third country or region (not the same country) with confirmed onward tickets.
- You must enter through an eligible port of entry where the 240-hour TWOV is recognized.
Now let’s examine your cases:
- Case 1: DPS – SIN – PVG (1 PNR) / PEK – KUL – DPS (1 PNR)
Analysis:
- PVG (Shanghai) and PEK (Beijing) are eligible 240-hour TWOV cities.
- Your entry point into China is PVG and departure is PEK.
- Your inbound flight is from Singapore (SIN) and outbound is to Kuala Lumpur (KUL).
- This meets the requirement of arriving from and departing to a third country, so this itinerary is eligible for 240-hour TWOV, provided you enter through PVG or PEK and stay within the eligible region.
- Case 2: DPS – HKG – CAN (1 PNR) / CAN – HKG – TPE (1 PNR)
Analysis:
- HKG (Hong Kong) is a special administrative region and is not part of the 240-hour TWOV program; TWOV applies to mainland Chinese cities.
- CAN (Guangzhou) is eligible for 240-hour TWOV.
- Your flight is transiting through HKG without leaving the airport.
- Because your first entry to mainland China is at CAN and you are transiting through HKG, the TWOV may apply only if you enter CAN as your first point in mainland China and meet other conditions. However, if HKG is considered your entry point into China for the purpose of this itinerary, you may not be eligible, as HKG itself is not part of the TWOV program.
Summary:
- Case 1 is likely eligible for 240-hour TWOV since PVG and PEK are both designated cities, and your inbound/outbound flights are to third countries.
- Case 2 may not be eligible due to transiting HKG, which is not a TWOV city; careful consideration is needed, and it may be safer to book a route entering directly through CAN for TWOV purposes.
- Always check with the Chinese embassy or official immigration authority before travel, as policies can change and airline staff may have different interpretations.
Important tip: Ensure you have confirmed onward tickets and that your stay does not exceed 240 hours in the eligible city or cities. Enter through the city where TWOV is offered and remain within the allowed administrative regions.
