Driving into san Fransisco

We will be driving into San Fran on a week day most likely over the Golden gate bridge. From either Willits or Garberville (haven't decided yet)

Our car rental is being dropped off at 4pm in Mason street. I've read traffic is pretty heavy. Just wondering how much extra time we need, I believe mason Street shuts at 5pm so can't be late.
