Can I enter Macau instead as Hong Kong PAR is unsuccessful

My passport place of issue being Kolkata the pre arrival form is unsuccessful and i applied for entry permit short stay visa for Hong Kong. Its 3weeks and they have not replied yet.

My travel date is next week. Can someone please advise can I go to Macau from hong kong airport skypier ferry terminal without going for hong kong immigration? If i do not enter Hong Kong is tjat a possible option as the tickets are non refundable.

Please help if someone has any prior information /knowledge on this. I have emailed the hkg immigration for visa update and they only say one statement " we have forwared your email to relevant section for action". I feel helpless please someone guide me.
